In this time of belt tightening the banks are frantically seaching for new investment vehicles. Promising clean technologies can deliver that if the seem plausible and investable enough. 'Energy Security' is on many lips these days, with the US and Israel preparing for war, oil prices volatile and oil reserves dwindling. To achieve this there is an explosion of renewable energy development akin to the one just after the 1979 oil crisis. The push for renewables has a welcome side effect of having the potential to reduce international tensions spinging from fuel dependencies (gas, oil, nuclear). This is such a change that in the new world (not governed by supply concerns) countries are likely to shift alliances. It seems the worry about the loss of power for some nations informs the advise they give on how to move forward.    

If the current US domination is to continue it will need cheap oil (it has basically had free oil in recent decades). In the trade war that is currently being waged it may even choose to cut of (12% of the) oil from China by invading Iran. This the US sees as a way to destabilize China. The current barbes flying between Bijing and Washington are a testament to the US ambition to stay dominant. Regarding Europe the US has had a 'protective' role and to retain this it needs continued vulnerability (even as its countries transition to clean and renewables). How do the alternative energy options available or considered for Holland perform in this perspective? 

Oil, Coal

We are considering clean energy here, including nuclear as it slipped into the debate. Oil and Coal are not part of real energy security as they need to be supplied, and supplies can be cut off. We have peak oil because the new supplies found are so called 'unconventional', meaning much more expensive to extract.

"The bigger concern for Exxon will be the nature of these new reserves…Discoveries of oil that is easy to extract and refine are failing to keep pace with output. The barrels taking their place may be tougher or more costly to reach, and therefore less profitable." (source)

Countries retain strategic reserves but burning anything except hydrogen or ammonia is just a bad idea.

Nuclear

Nuclear power requires nucear fuel. While a recent report expects supplies to start dwindling in 2013, and mining Uranium is energy intensive we see a strong push for nuclear. The days old coup in Niger imho has had no other intention then to secure its Uranium resources to be sold by Nigeria (Nigerians where negotiating for Niger in Copenhagen). Nuclear power creates dependencies, and the large amounts of money involved create huge tensions when it is found the fuel is running out. A choice for nuclear means postponing an energy solution (als power plants take long to go live). It also invites risky and possibly futile attempts to reuse nucear waste, thorium and other untried methods. Last but not least it creates an waste problem which is a terrorist security risk (waste can be turned into a dirty bomb). The conculsion is that nuclear power only works if the country depending on it has control over the fuel, its processing, its use and the waste disposal. In a war a nuclear power plant is done as soon as the enemy has air superiority (example, Israels past attacks on nuclear installations).

Wind

Wind is touted as the solution for Holland by both McKinsey and Boston Consulting Group. Wind at sea, a no brainer with the prevailing wind patterns in north western Europe. Every energy company backs this view. Norway is going to build a huge floating windmills with a 145 meter rotor diameter. The way the technology has developed is fantastic, albeit not open to innovation (see the flodesign concept). The standard capture method for technology is to patent it, to make it look real hard, and to make it very expensive. Wind has gone through this cycle for the three blade rotor type. Those criticisms aside, what is the 'energy security' value of an oceanic windfarm? If someone wanted to teach Holland a lesson, how hard would it be to take out its wind power capacity? The answer is Not hard at all. Oceanic wind turbines are sitting ducks. How wise is it to make a countries energy supply depended on such easily destroyed machines.

Energy companies want wind at sea badly. It is one of the three options they push besides biofuel (not clean per se) and photovoltaic panels. They do not push for small scale windmills because that would not require the smart grid which is another pillar of their strategy. In terms of security it is however much wiser to build many small windturbines for local power consumption than a few (or even many) large turbines that are easily destroyed.

Photovoltaic panels

Solar PV is energy intensive to produce, but once you have the material (silicon, cigs, other mixtures) the working life of is the same as that of ganite. PV wafers are essentially stone, and most panels last 30 years at which point the leads and contacts will likely have oxidized (cells themselves show a reduced performance as well). PV panels can be installed in each home and deliver power year round. Once you have the panels and inverter installed, a PV system is basically stand alone. PV does pose a challenge because of the asynchonicity of production and use, and this is where utility scal energy storage facilities would come into play. One way (the most efficient with relatively simple technology) is the flow battery, another is CEAS or compressed air energy storage. PV is not very efficient, and the trapped heat should be put to better use. This is however a large mental hurdle for the installers and energy suppliers. Their strategy seems to be to use electric heat pumps for heating homes (everything electric, even though it may be less cost effective or efficient). 

How hard can a country be hit if it's powered by many PV panels? What if the elcetric logistic infrastructure can run on the solar power base? It will become very hard to put pressure on such an economy. Maybe an EMP weapon could fry all inverters, but it could never fry all the panels. In terms of 'Energy Security' PV panels seem a robust option.

Wave Energy

Wave energy is maturing fast and it has a lot of power to offer. Wave energy installations often have a floating component (a buoy or tube) and a submarine component (generator, pipes). One could argue wave energy devices can be easily targeted as well (even by 'accidental' damage). They are definitly low profile and more robust than windturbines.

Solar Thermal Energy

Even though solar PV is boadly supported by the energy suppliers and consultancy firms, solar thermal is not. This is strange because whereas PV has an efficiency of 15%, solar thermal can be said to be 60-70% efficient if the heat is stored for use as heat. If it is converted to electricity via steam turbine it could reach an efficiency of 30%. Solar thermal could be widely implemented and used in every home along with PV electric, at lower cost, lowering fossil fuel dependence. In spite of this potential solar thermal installations for storage and management, as well as heat pumps are kept very expensive. This does fit well with the all electric strategy.

In terms of security solar thermal energy use is comparable to PV, apart from the fact that if necessary the control system can be manual, so no risk of frying delicate electronics. It is amazing that this technology that could supply a large portion of the necessary energy (most energy in homes is used for heating) is simply neglected. I personaly started a number of websites about it, f.i. heliostat.org. It seems once again heat captured from the sun and stored in the home is not part of the strategic agenda. In terms of 'Energy Security' it should definitely be part of a governments agenda.

Conclusion

The above assesment is based on easily accessible information on the technologies mixed with some common sense. I am no strategic expert. The results suggest that natural gas and the two solar sources offer most energy security, at least in the short term. If Holland had its own PV manufacturing base PV using solar furnaces that would be best. The current strategy supported by the energy companies is contradictory as it promotes PV but negrlects solar thermal power, it also makes our country vulnerable to outside pressure. We see how this can lead to conflicts now that the UK is asseting its ownership of oil fields near the Falklands and Argentinia lays claim to the Falklands themselves.

Clean Development Mechanism

Under the clean development mechanism (based on the Kyoto Protocol) projects and industries have to buy or be allocted rights to emit carbon dioxide. The concept is based on the cap and trade of other pollutants, that have been widely succesful. There is only one problem with the approach. It is not cap and trade.

What is Cap and Trade?

Cap and trade is a system where you limit the amount of pollution emitted (the cap), and you encourage participants inthe system to trade emission rights if they either fall below or move above their allowed emission quota. Every year the cap is revised downwards, so that overall all participants in the system emit less of the polutant. It compares possible alternatives in the allocation of the quotum, and thus both penalizes a more polluting solution and incentivices the less polluting ones.

The intended effect of cap and trade

Why keep Clean Energy Projects Out?

If you allow clean energy projects like solar, wave, geothermal and wind to apply for emission rights you make the cap and trade system ineffective. These projects are seen as emission reductions (156,026 tons for the project linked to above). First of all, clean energy projects do not emit significant amounts of pollutants, so there is no logical reason to include them. How can you have a emissions reduction if you do not have emissions in the first place? Second of all, allocating emission rights to these projects cancels out the effect of the cap and trade system. Third of all, it drives the cost of alternative energy projects up, and slows them down, because initiators will have/want to await the emission rights allocation process. It also ties the banking system into the loop, which is why the financial and industry lobbies have fought for this way of implementing the system.

How does this NOT work?

If a clean energy project comes onstream it applies for carbon credits under the CDM system. Say a solar plant calims it prevents emission of 1000 tons of carbon dioxide per year. It recieves 1000  carbon tons of EUA units (the tradable equivalent of a ton of emissions rights. It then sells those rights to a polluter, and makes itself economically viable in the process. Win win no? NO! Effectivly the NET amount of carbon emissions is not reduced, eventhough a perfectly clean power plant has come onstream. Our ecosystem suffers under the NET amount of carbon emitted, it does not give one flying fuck about how many clean projects come onstream! Another effect is that as more clean projects come onstream, the cost of one ton of emission rights will be reduced, further weakening the incentives for the polluting industry to change.In this news report the problem is higlighted from an industries perspective. Inclusion of forest as carbon sinks doesn't work to curb carbon emissions!

The NET effect is NO NET EFFECT!

So what should be done?

In the new Kyoto the emissions trade should only be allowed between parties that significantly emit when they apply. No loopholes should be allowed for clean projects that create no carbon emissions. Only this way there will be an effective incentive to move towards cleaner technologies, which are abundantly available, and will become more viable as people start to wake up to the risks and costs of using fossil fuels.

An effective alternative ?

The polluters have to pay an increasing percentage over their carbon emissions that will be used to implement comparable clean alternatives. This will stongly incentivise the industries themselves to develop alternatives.

Krachttermen

Ze zeggen op climategate.nl vandaag:

"In deze blog gaan we in op het gebruik van niet wetenschappelijke krachttermen als ‘gevaar’ , ‘extreem' en ‘catastrofe’ in het hoofdstuk over de klimaatimpact op ecosystemen onder hoede van Leemans. De krachttermen zijn onder invloed van campagnewetenschappers het IPCC binnengekomen."

Misschien is 'gevaar' ook een ongeoorloofde 'niet wetenschappelijke krachtterm' als het om chloorgas gaat? Een lichaams temperatuur van ~37 graden is normaal, een lichaams temperatuur van 44 graden is extreem en een van 40 graden is gevaarlijk. Wordt iemand die precies probeert te zijn plotseling het recht om zijn conclusies op een begrijpelijke manier te communiceren ontkend? Wat een waardeloze onzin.

Neutraal

Het IPCC is niet neutraal als het om haar bevindingen gaat. Is de weerman neutraal als hij slecht weer voorspelt? Het IPCC is in die zin onpartijdig dat mensen die een duidelijke onbevestigde voorkeur hebben er uit worden gehouden. Men wil uitgaan van de feiten. Dat zo'n Leermans een fout opneemt is triest, maar het doet niet af aan de rest van de IPCC conclusies.

Belangen

Er is momenteel een gevecht van belangen aan de gang waarin de korte termijn de overhand heeft. Niet toekomst gericht maar winst gericht in een titanische strijd om deze te onveranderd te behouden. Winstgevende bedrijfsmodellen stoppen niet vanzelf, en financiele prikkels worden door industrielobbies gebruikt om belastinggeld binnen te harken. De enige oplossing is (mede gezien de mogelijke fraude en vrijgevigheid in de emmissiehandel) zware belasting op fossiele brandstoffen en klimaat onvriendelijke producten en activiteiten. De belanghebbers zullen zeggen dat het slecht is voor de economie, maar daarmee bedoelen ze hun eigen portemonee. De nieuwe partijen die in de nieuwe omstandigheden mogelijkheden zullen zien ervaren dat zeker anders.

Cramer zegt dat ze 'geen enkele fout meer zal accepteren’ in het klimaatrapport van het IPCC.'. Ze demonstreert daarmee niet het eerste te begrijpen van wetenschappelijke waarheidsvinding, waaring standaard een foutmarge wordt gehanteerd (die dan maximaal 2,5% of 5% bedraagt). Hoewel perfectie nergens anders wordt aangetroffen verwacht ze wel dat de geleerden niet alleen in een keer alle aspecten aan de klimaat verandering goed begrijpen, maar dat ze dan ook nog eens een rapport zonder een enkele fout produceren.

Cramer zou de ontdekte fout over het onder te lopen deel van nederland en het daarin vertegenwoordigd deel van het BNP moeten aangrijpen om te benadrukken dat op de huidige manier 26% van nederland zal onderlopen. Dat zal vast niet betekenen dan de overgebleven 80% hun overige 85% van het BNP zorgeloos zullen kunnen realiseren! Het is koffiedik kijken mbt tot de economie, want de voorspellingen van theorien op dat gebied worden gehinderd door structurele non performance en een in de kern frauduleus systeem (Wellink beweert dat hij door IJsland voorgelogen is, wat voor sukkel is hij dan? IJsland werd gebruikt in rente arbitrage en niet IJsland of Nederland zijn aansprakelijk voor het verlies, maar de bankiers en de mensen die vertrouwen in hen hadden). Het klimaat daarentegen is een fysisch proces en redelijk te doorgronden, en de modellen worden keer op keer aangepast en verbetert. In plaats van daar ons voordeel mee te doen kiest ze er voor om te klagen over de leerstuipen.

Als de voorlichting beter zou zijn zou men uit eigenbelang gaan vragen naar meer actie mbt het klimaat. De weg naar de schone welvaart is nu nog een speeltuin voor installateurs en energiebedrijven aan wiens greep we de inrichting van onze energie voorziening moeten ontworstelen om werklijke stappen te kunnen maken. Banken pretenderen niet te begrijpen wat het rendement van een zonnepaneel in de huidge markt is. Cramer lijkt zich daar weinig zorgen over te maken en praat liever mee met de klimaat critici (die natuurlijk op elke slak zout leggen). Ik hoop dat ze snel vertrekt.

MEt de start van de SDE subsidie voor PV naderend leek het ons handig om een eenvoudige rekensom te maken van de aanbiedingen. De prijzen verschillen enor, en de kosten voor bijkomende activiteiten zoals installatie en montage kunnen ook significant zijn. Wij gaan daarom op zoek naar de kosten van de installatie, inclusief kabels, panelen, inverter en montage in Euro per Wp (Wattpiek, de som van het op de panelen aangegeven maximale vermogen). U moet hierin ook de kosten van de productie meter meenemen.

De berekening

Met de Euro/Wp en het totale Wp berekend u de totale kosten (denk aan de btw).

3,5 Euro/Wp x 1000 Wp = 3500

Met de Wp en de subsidie van SDE van 0,474 ct/kWh gemaximeerd op 850 kWh/kWp krijg je een opbrengst

1000 Wp x 0,474 x 850/1000 = 402,9 Euro opbrengst per jaar (gegarandeerd)

Versimpeld is dit het aantal Wp x 0,409 Euro

Deel de kosten door de jaaropbrengst en je weet hoe snel je de investering terugverdient (ook afhankelijk van de werkelijke opbrengst).

3500 / 402,9 = 8,68 Jaar

De winst die je maakt nadat het systeem is afbetaald is 15 jaar opbrengst min de kosten of

15 x 402,9 - 3500 = 2543,5

Een andere manier om de totaalopbrengst over de 15 jaar te berekenen is 6,0435 x het aantal Wp

Te totaal opbrengst over 15 jaar

De winst van een gegeven systeem is dus 6,0435 x Wp - Kosten

Hieruit kun je concluderen dat de maximale prijs voor een systeem 6,0435/Wp kan zijn zonder dat je risico hebt op verlies na 15 jaar (ok, misschien niet al te relevant). Je kunt ook zien dat een systeem dat zich in 5 j

aar terug moet verdienen niet meer dan 2 Euro/Wp mag kosten.

Berekening terugverdientijd

De terugverdientijd in jaar is dus het aantal Euro per Wp x 2,5

Voorbeeld:

Nuon Pakket D 4,37 Euro/Wp incl. installatie. Terugverdien tijd 4,37 x 2,5 = 10.92 Jaar

Winst over de 15 jaar is 4230 x 6,0235 = 25.564 - Kosten oftewel  25.564 - 18,495 = 7068 Euro
